when would a placard be required while towing a diesel generator?

1. If you cannot pull it at a safe speed it should be placarded as a slow moving load. And if the fuel tank is full it might be nice to inform emergency personal in case there is an accident.
2. It-does-not-have-to-be-placarded! Would-be-no-difference-than-towing-another vehicle-with-fuel-in-it.
